Why does the rate of recharging decrease as battery level increases?

The rate of charging a battery can be given as EMF*Current while charging the EMF of the battery increases but the current passing through the charger is proportional to the difference between the charger's voltage and the battery EMF. This difference decreases as the battery gets charged, reducing the current and therefore, the rate of charging.
